In theory anytime in the dormant period as long as the ground is not waterlogged or frozen. Many regard Autumn as ideal because the roots continue to grow & help establishment but we have missed that now. You could wait till Spring just as plants are coming out of dormancy but Carol Kilne did a series a while back and she completely re-made a border all through winter. As you are on the south coast you could probably get away with it any time now. Not sure if the Ceanouthus will like it though they are quite prone to turning up their toes at a hard prune let alone digging out & replanting.
