Looks like a form of Hebe stricta.
This is rather interesting.
Yes it all points to Hebe with opposite fine, long slender leaves./lance shaped/willow like
This rules out many Hebe sp/hybrids.
The spike of flowers is strong.....very upright...whilst many Hebe have flower heads that are lax/droop.
I have never seen a flower head with such beautiful big individual tubular flowers.
Your pic is really very clear and excellent quality.
Normally Hebe flowers are so small it is hard to see any detail of the individual flowers/ petals.
The stamen are white...no colour at all.
I am intrigued as to where this very healthy Hebe came from?
Is it a new cultivar/hybrid maybe?
