Over winter onions

I would like to try growing some over winter onions, garlic and shallots on my allotment. However, at the moment the soil is very wet. I've read that you can plant sets in modules in compost and keep in greenhouse until March and plant them out then. I'm just wanting to know whether they will need watering whilst they're in the modules?
