Is the yew hedge dead?

Hi,

Can anyone provide me advice. Are these Yew hedges dead? They were planted in the 1st week of May 2017 and were brought 1.5/1.75m root balled. The house is a new build and therefore the soil is fairly clay like however whilst planting the hedges 560L of top soil was put down along side root grow and bone meal which should have provided the soil some drainage. It was watered very well. I put down fair bit of bark down in July and it seems like since then they started dying. They seem to still be green nearer to the inside. Is it worth me cutting of the death foliage? 

Any help will be greatly appreciated.
