i have arose its out if control was in the ground before i moved to my house when can i hard prune it to the ground and can i hard prune it to the ground

Assuming it is not a climber or rambler, or grafted as a Standard, prune it down to a foot from the ground in February or early March on a frost free day. If you take it lower than that, you risk pruning below the graft and will lose the rose and just end up with rootstock.
