Roses - Autumn Spray ?

Seen someone spraying Roses today.

What would they be spraying at this time of year on their bushes.

Thought the period of aphids (green and black fly' etc had passed.

Black spot with a fungicide? I'm against the whole 'spray everything within an inch of one's life' mentality though. Bees & natural predators come first.
