As far as I'm aware, even when the mother retains her paternal surname, the children take their father's surname. Prince Philip comes from the deposed royal house of Greece, in fact he was born on the island of Corfu, and as that house is part of the royal house of Denmark, his name is Glucksburg, not Battenberg or Mountbatten, as is often claimed to be.

PS Was one of the most soul-less communities I've ever had the misfortune to encounter . Your Mums neighbour probably did the right thing !
