Who's eating my roses?

I find that several of my roses are struggling with this infestation but I've no idea what it is. Suggestions? This rose is Chinatown, planted about 18 months ago.

It's hard to tell as the photo is quite a close-up. Is this damage further down the rose bush? It looks like a combination of sawfly damage or damage by leaf cutting bees. Have the rose buds opened well on the infected rose shrub? Trying to narrow down the issues.
