I planted these for the first time this spring 3 small plants (just dark green ternata ones) they haven't really grown at all...They are in a east facing bed so fairly limited sunshine. Would I be better to move them? Also is there any pruning rules of advice with these please?

It is indeed a very attractive shrub Emsy. Very useful for shady areas, which many people have difficulty with.
There's also a golden version, although it isn't quite as tough as the green one. It also has white flowers, but most people grow it for the foliage
