Can anyone identify this. It does not look as if it will produce a flower. Its just below a fence where the birds sit. I have had green manure plants which have self seeded in this garden before. It looks very healthy. As before I am reluctant to remove without finding out what it is.

Looks like Ragwort ; grows first year & flowers second yr. ; get rid as is a pernicious weed of the UK .
