Hi, I have come across 3 of these whilst thinning out the border. I'm guessing this is a weed, albeit a very healthy one!!! It has been hidden amongst lupins and penstemons. I think I am right on this one???? Can anyone please confirm this, as my husband says I am often too eager to pull up plants I am unsure about!!!

It looks really interesting. I'd let it flower. If you don't like it, don't let it seed.
Cant see the leaves very clearly, but it looks like Artemisia vulgaris aka Mugwort to me
