It sounds like drought to me ... we had an usually dry winter and spring ... my honeysuckles and clematis are on a north facing fence and as I'd experienced a similar problem with a clematis in a dry year, I had a seeper hose running for an hour or so two or three evenings a week from March onwards until the recent heavy rains ... the honeysuckles have flowered better than ever this year.

I would  give your honeysuckle a really good soaking ... a couple of buckets full two or three times a week between now and the autumn whether it rains or not, a sprinkling of fish, blood and bone and mulch well and hopefully even though it's not flowered it'll put on some new growth which will bear flowers next year.

I think you're right. We have started watering well and will continue to do so with your advice.  Good to hear we're on the right track, thanks.
