Are the leaves serrated at the edges ; from that distance looks like it could be a Dasylirion , but can't tell 100% .

That is indeed a magnificent plant and a sight to behold
It must be some sort of yucca (maybe Yucca filamentosa), but anyway the blooms don't seem to have opened yet...
Still think it's a Dasylirion or Mexican Grass Tree ; they eventually form a trunk with large grass-like heads ; they're hardy to about -8 C in a gritty soil ; good luck and look after it !
