Hi I came across this plant in a car park and wondered what it was.. the leaves are succulent like and it was about three foot high. Anyone know? ????

It's a bit blurry, but I'm guessing it could be a type of Hebe. A Shrub.
I'd say hebe, just after the flowers have faded. There are lots of varieties, with clusters of tiny flowers in shades of pink and purple. There appears to be a bit of bindweed growing through it too, those larger heart-shaped leaves towards the bottom of the picture.
