The 3-lobed seed pods are typical for euphorbias so I think it's Caper Spurge (Euphorbia lathyris) or a cross between that and another euphorbia as caper spurge usually has the seed capsules at the top rather than along the length of the stems. Edit just found a pic wth pods along the stems:
Yes euphorbia lathyris have it in my garden it's supposed to deter moles, I certainly haven't had moles in th garden since I've grown this plant but that might be just coincidence.
It is a annual, I let mine selfseed then pull up the plants I don't want, so then I have them for the following year.

Yeah, looks like False Caper. Don't eat it and don't get any sap on your skin as it's a nasty irritant.
