It's a bit early to tell, but it looks a bit like a Phlomis, Jerusalum/Turkish sage.
My phlomis has much paler hairier leaves than that ... but you may well be right Borderline
Yes, it's an interesting one Dovefromabove...I agree those leaves look a bit too dark and not hairy at all. Some plants can be hard to identify when not in flower yet.

Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.
