It has large leaves with a soft stem and the flowers are

Red outside petals and four small white bells on one stem as one flower...

It is now 4ft tall  and doesn't die back during the winter .it flowers July.and is perennial .. it could be a weed .

  • If it is a weed it's very beautiful

can you do a photo of the whole plant and the flowers and leaves just as they sit, with no hand to alter the natural shape of things?

Could it possible it's a climber? There's a climber that looks similar, it's Jasminum Officinale 'Affine'. A wild guess.

i did wonder about one of the jasmines, Borderline, but can't see enough to be sure.

Nutcutlet, it looked like one of the Jasmines, but I agree with you that the pictures are just too close to see its growing habit. They mentioned a perennial so sometimes, these climbers look like perennials, especially when left too long in one place and not trained.

  • Looks reminiscent of a Leycesteria formosa's white and crimson flowers, although can be sure.

    Leycesteria is another strong contender
