Are these Woolly aphids?
How do i treat it? i have already used the usual chemical spray that clearly didn't make a difference.

Squash with fingers/blast them off with a hose & encourage wildlife like blue tits to feed on them by hanging bird feeders near by. They will be eaten by ladybird and their larvae but by spraying with chemicals, you've probably killed off the good ones as well.
The pictures are not that clear, but I think it is in this case. Maybe your immediate action is to get give all the affected areas a good scrub with a stiff brush to remove all these colonies off. Then continue to spray on the areas. If it's quite a new plant, I think it's best you cut away all the affected areas to give the plant a chance to settle down.
Thanks Borderline & Mark 56 for the info. washed it down - is a 3 year old espalier apple tree so was still possible. lets see what will happen:)
